Misaka Mikoto from Toaru Majutsu no Index (A Certain Magical Index) and Toaru Kagaku no Railgun (A Certain Scientific Railgun). She's hyper Tsundere and she can control electricity. She can fire metalic objects at super-high velocities using electromagnetic waves to accelerate the object.

She's ****ing awesome. You can either watch Index (The main series) with her as a secondary character and rival to the main guy, or watch Railgun (Her spinoff show) where she's the main girly and does all sorts of cool stuff. Both contain minor fanservice too. Good plots and interesting characters that are well developed. You don't need to watch Index first either, the plots are unconnected.
