I spent days working on a map but I can't find anyone to play on it... On cod I would just go to ground war games and back out, but you can't exactly do that on Reach... What do you guys do?

If you want someone to play on map post it on forum and search for testers. There is no way to create servers by yourself in reach. There are only custom games but they are friends-only. :|

I find it hard to believe that you have no friends whatsoever playing Reach at the moment. If you have anyone, try messaging them into a Custom Game (if a simple invite didn't work), or join whatever they're playing. Over time, you should try and get to know them and their friends, and try to add any people you meet to your Friends List. Do this for a while and you'll quickly get a dedicated group of people who are willing to play with you whenever they can. It also helps if you call them Beta-testers or something like that when you play maps you haven't posted yet. People seriously go crazy for that kind of stuff : P

Then again, if you're looking a group of people to play with right now, there's no real reason why asking us would be faster than a Google search. Seriously it's this easy.

One time, when I needed to test my map, I simply went into Living Dead with a friend. Whenever we saw someone with a mic, we'd ask them if they were interested in testing an Infection map. When we got enough people, we'd merge our parties and play.
