Spawn Without Weapons In Game?

I'd like to know what settings I need to change to make it so that players spawn with no weapons in a gametype. I know it can be done because I've played games where people have done this, I'm just not sure how. I'd prefer knowing how it works for all gametypes if that's possible.

 

How do you mod a gametype?

I've got one of them saved, but it's a Slayer gametype. I was kind of hoping that I could get an Infection gametype.
