My friend downloaded a screen shot called beast br and it has a spartan with CQB helmet and his br is pointing towards the ground (weapon switching) and its has a red barrel, a red stock, part of the scope is red, and the rest of it is like a blurry blue/greenish color. is it a skin/mod or can it actually be done?? i'll post the picture if i can find it anywhere online.
I remember seeing the exact screenshot you're talking about. As far as I remember, some game objects occasionally glitch and their skins don't appear. No idea why though.

The way the "skin" looks and how its unevenly applied throughout the BR's normal texture makes me believe this is a random glitch not a mod. If it is the latter, they're either horrible at modding or have horrible taste.
Its the exact same thing as the "Pimped Mongoose" picture (golden plated mongoose with black wheels) Someone took a picture of the guy holding a regular BR- used a kit to edit the picture (which makes the effect that you described) and uploaded it into his fileshare. Tell your friend to remove it from his file share if he has it up (he will get banned), report the person with it in his file share (content)
And this is one of the reasons modding gets a bad rap, because people have really bad ideas on what looks nice for skin mods.
wrong a dev kit is used to edit a game and he used that so he can play with that br but not on a retail xbox he has to play the mod on his dev
