My Xbox Pro from 2006 just got its first E74 error. Should I...
    1) Send it to Microsoft? How long does this take (UK)? Do I have to send the HDD? Is it free?
    or
    2) Buy a new 250GB Xbox? Can I transfer all the data and licenses without using my original console?
    Thank you.

I can't answer all exact questions, but I can say this:

    - You don't have to send your hard drive.
    - I don't think you can send it to Microsoft anymore because it's been four years for you already. I think MS even extended the warranty to three years.

In summary, you should buy a new one. Scrolling through the dashboard, I saw that you can transfer memory from hard drive to hard drive.

YouTube - Transfer Xbox 360 Content from 20gb to 250gb Hard Drive (HD)

Yeah, like Rabbit said, I think your warrenty must have run out by now. I was pretty much in the same situation as you just over a year ago (except it was the 120BG HD). I doubt Microsoft's extended 3 year warrenty still covers you now, but you can check the status by follwing this:
I did this, put just copy-pasted it as I couldn't remember how haha.

Unfortunately though, I doubt your warrenty still covers any problems. However, if it does, I say definately get it sent to Microsoft. When I did so, it only took about 8 days to get back to me (from the day I posted it out). Microsoft just gave me a brand new console. That leads me on to say, you do not have to send to HD too. Just use a transfer cable (to be bought from Microsoft too... sigh.) to transfer your data to a new one.

So basically - if warrenty is good - get it repaired, and possibly buy a bigger HD.
If not, I just say go and but the new Xbox. Has a better HD, same price as the old ones, and all that extra Wi-Fi and black skininess.

EDIT: And oh yeah, getting it repaired is free - minus the P&P charges.

The worst thing about the Red Ring of Death Xbox 360 or other errors, they will not go anywhere until you the exact time it.Some ago I faced the similar problem. One day, suddenly my Xbox 360 units had been increased to cold and there were three red lights show power button close.

Turn to the mother on the other hand, using the screwdriver snoop outside the X-clamp, located under the sink of heat. More stories emerge about a new vulnerability in the Xbox 360 called the E74 error, named for the error code that appears on the screen when the console is for halt.At time, Microsoft said the E74 error refers to an error general hardware indicated by a single flashing red light on the Xbox ring and an error message on the screen.
