    I didnt play reach so this is rediculous to understand -_-

    start up forge in the CTF gametype, then label a red and blue team flag stand as flag respowns. You may also need to edit spawn zones specific to CTF, so there is a spawn zone for flag at home and away. Also, set all of these flag things to gametype specific, so that flags don't show up on oddball or what have you. See intructional videos around the interwebs for more information (I think THFE did one recently).
