I am not sure if this has been answered, but it is standard for the sniper rifle. I don't know the exact details on spawn times for it, but it rewards teams that are timing the weapons spawns. If you are know when it is going to spawn and catch the weapon in mid-air, you can delay the spawn of the weapon for 15 seconds or something like that.
Sniper is on a 180 sec respawn I believe. Also the sniper has a drop spawn so that it spawns exactly on the match timer (Same with rockets). Also the extra time is a glitch, that explanation was used for MLG to cover there a$$. It sometimes adds 30 secs to the respawn time if the weapon doesn't hit the ground before being picked up.
