No you cannot get them without item mods or creative mode. Generally they do nothing, but on the GoO server they soak up a 5x5x5 cube of water just like they did in classic. So there must be some plugin Devinish has running that makes them work like that now.
Source from my prev. post: "As of Beta 1.8, the sponge block is available for use in Creative Mode, but it doesn't function. It is likely that it will return to its former usage in a later update." "The code used to make sponges absorb water still partially exists in Beta 1.8, but the code that actually removes the water blocks (and prevents water from flowing back into the dry zone) no longer exists, meaning that the sponge does nothing."
I hope they return to their former glory soon, that is an excellent and practical block to have in minecraft. Maybe if he ever has the ocean/water-update that the wiki said he mentioned on twitter forever ago the sponge will be fixed.

Cactus. I tried arrow dispensers, but I suck with redstone. And I haven't reached lava in my mine yet.
Yeah, haha. I don't use mods or texture packs. I think the game is perfect the way it is. And it took me two weeks on and off for an hour a day.
I can understand no mods, but no texture packs? damn, you're missing out. But hey, its you're choice to play how you want to. I personally dislike the default textures
I think every texture is absolutely perfect. You can't get a realistic texture pack because it doesn't fit the blocky atmosphere. And other 16x16 and 32x32 packs make the textures wonky and I can't distinguish one block from another.
