Modding=Modifying files that your typically not supposed to modify. Hacking=Breaking into secure files to edit crucial data of the game
yes they are different but modding is not bad and is supposed to be Accessed or else why is it that when I open source sdk that there is a big button that says create a mod

it is more friendly modding is creating things (maybe not on the XBOX but on PC it is a good thing) Alienswarm is a mod that was created in ut3 Team Fortress is a mod that was created using half life two call of duty black ops has a dev kit so PC players can create mods and custom maps please stop saying that mods are bad when they are actually good and how a lot of up and coming developers.
Holy ****. If this is true I actually will but Black Ops. The community can make it such a better game off of the foundation minimalist treyarch provides. That sounds amazing. Also, all of you are arguing off your own experience of modding and hacking. So generally you're all going to think differant things about it. TL;DR, stop trying to convince other people what you think they are and keep it to yourself.
Hacking and modding will probably show up, but I am POSITIVE that we'll see some boosting in Reach. For example, a few chumps start a Custom Game lobby, set the kill limit to infinity, then let one another kill each other. I'm not sure why Bungie brought the Credits system outside of Matchmaking.
I really doubt they added that. i know it counts for forge, campaign, and firefight,...online (derp) Custom game experiance would be the worst thing since social doubles

Yes, you can get credits in custom games and forge but it's significantly less than in matchmaking. It would take 25 years to reach the Inheritor rank in a rough estimate off of custom games and forge sessions.
That stuff is horrible. Bungie and Xbox should ban IP addresses of those guys. Seems like the right thing to do.
Hacking= Changing a game to your likeliness and have super powers. Modding= Sharing "hacks" with others. Give everybody supah speed and jumping. I remember this happened a lot of times in Halo PC. It was fun.
