Stacked is a term used when someone makes a canvas on Sandbox, but instead of deleting everything, they take them to the Skybubble/Crypt to use. Even with Sandbox's enormous budget, there is an underlaying budget that prevents too many objects from lagging up the map.
Typically not a problem on Foundry, as it is a VERY small map in comparison, and not too many items, Sandbox does not receive this blessing, given that it has almost a thousand usable items at your disposal.
If you've ever been forging a large-scale map, and a message comes up saying that there are too many items on the map, that's the hidden budget. It's on all maps, though most aren't effected.
You're probably wondering what a stack has to do with anything, but all the original items on a map do NOT count towards the hidden budget. A stacker(lawl) stacking a map drags the default items down(or up) so that when you run into the second budget, you can drag those pieces into needed spots.

Sorry for the rant, just wanting to help.

Maybe someone else can offer a better/shorter description.
