suspect 2 becuz there was no spartan laser mark so it couldnt have been the laser guy. there were also no bullet marks giving evidence that it was either a beatdown or a splatter. the beatdown is then ruled out becuz there is no blood marks. that leaves the splatter and the only person close to a vehicle was suspect 2
suspect 2 because 1 has a laser and the guy with the ghost (2) would splatter him and send his body away from the blood. all of the other guys don't make sense like 2 does.
I think its suspect 2 because he was working on the ghost and could have gone and killed him quickly and ran off.

i guess numero 2! theres no blood, or bullet holes near the crime scene you also said think how the overshield works, so im guessing the captain had an overshield on you can't get a one hit kill with overshield, so he must've been splattered, and suspect number 2 was the only one with access to a vehicle =] EDIT: yay i was rightttt
I say suspect 2. He as in perfect position to commit the crime and he definitely could run quick enough to the toolbox to make it seem like he worked on the ghost. I say a clean, well executed assassination. Poor commander, never saw it coming, at least i hope he didn't. What was his Motive anyway?
