I say Suspect 2. It couldn't have been Suspect 1, as there would have been a Laser hole near him. It was plausible for it to be Suspect 2, because he had finished working on the Ghost, which spawns within twenty meters of the scene, and there was no blood, so it was probably a splatter. It couldn't have been Suspect 3, as his OVERSHIELD was half-way down, and it lowers automatically; he also had full ammo. It couldn't have been Suspect 4, had full ammo and only a pistol, therefor couldn't have taken any shots. It therefor has to be Suspect 2. Please update with the next Halo CSI! EDIT: I was right!
#3 - Duel wielded magnums, threw away one, walked back over either the pistol he threw away or the Commanders by mistake? EDIT: It still could be #3...I think?

It's either the 1st or 2nd guy because suspect 2 has shots fired, no one else does, and the laser guy was "practicing his shots" so he's taken at least one. Since there's no laser marks around the dead body, I'd say 2nd guy.
I think that suspect 2 killed the commander. EDIT: I was right. He looked just, too suspicious, ya know? This was kinda fun. Make more.
