I think you mean it's for people who like losing DMR battles. Most "tryhards" fire at max ROF at all ranges except long distance. Pegasi was right about pacing shots in long range battles, but on most non-BTB maps, you'll seldom shoot someone far enough away where you actually need to pace anything but the headshot. Boardwalk, Powerhouse and Uncaged, it comes up occasionally when cross-mapping; Sword Base, Countdown, Asylum, and most others, you should pretty much always be firing as quickly as possible, because your targets will seldom be far enough away to make bloom a factor.
Thing is, you're basically right, but the approach I've adopted in 85% playlists is to fire at very slightly lower than full RoF for most battles above close/mid-close range. You're at a slight disadvantage in terms of RoF, but the plus is that the chance of losing due to that stray bullet is all but negated. Having a passable aim and good strafe will mean you still have the edge on those who fire that bit faster, more often than not anyway. I've spent all the time since the TU getting my 85% bloom approach down (including pounding Squad when it still existed), and I've settled on a just-short-of-spamming approach, hasn't led me far wrong. EDIT: Also I'm on a Brit connection, maybe that factors in.
Spam all the time, on all settings, on all game modes, at all ranges. Win. You shouldn't need to really find out who spams and who paces. There's nothing to gain from finding out who does which... Unless I'm missing something?

lol sometimes it happens to me when I try to strafe but walk up against a wall while doing so, and dying in an embarrassing failure What I like to do is to crouch and get back up repetitively whenever I'm in a DMR battle, this once made me take down two opponents in a row even though I had half the shields my second opponent had when our fight started, and at some point he could've gotten the one shot on me when I still had to take at least 3 hits on him, but I still got him. (And he wasn't a noob.) So I guess that works better for me, or at least it's a good addition to strafing.

I'm trying to take aim but really I'm pretty much spamming. For some reason the only playlist i'm good at conserving ammo and getting the one shot headshot kill is in living dead
What? People still play bloom? In the rare time that I'm forced to play bloom, I don't pace or spam more. To answer your question, I usually pace at long range and spam at close range. Ryanoob, anyone?

Wouldn't whether this works better than consistently pacing or not depend on whether or not you fire up toand during max reticle bloom? If you wait for the reticle to reset before the headshot, would you not have waited the same total amount of time that it would have taken for the reticle to have reset if you had paced each shot? In other words, wouldn't each shot for which you did not promptly let the resulting bloom reset contribute time to the wait before the headshot, unless you reached max bloom before waiting? The only way that this couldn't be true would be if the time that it took for the resulting bloom per shot to reset was variable depending on the previous size of the reticle. I doubt that this is the case; they wouldn't want to encourage spamming by making the per shot bloom reset time decrease as the reticle was larger. If they made it increase, like the rounded square of the NR bloomed reticle, initially spamming would be counterproductive. In the case that the per shot bloom reset time is constant, consistently pacing is better than initially spamming because you would be accurate as long as the center of your reticle is on target, whereas if you have a bloomed reticle the center has to be lined up with the target's center such that no portion is off target as long as the reticle is no bigger than the target. Reaching and continuing to fire at max bloom saves time because there wouldn't be resulting bloom for which you would have to wait before the headshot, but you would have to be lucky to not miss shots because of this bloom at non-AR ranges. Max bloom or not, you could hope to get lucky by not waiting the complete reset time for the headshot reticle to reset. I spam when an enemy tries to enter melee range, or when I happen to notice that I missed a shot or two that the enemy didn't, because I would surely die pacing. I fire just a bit early if I can tell that it's close towards the end of the DMR duel. I can't consistently notice these things, but it also helps in determining whether you should start to move towards them or strafe towards cover while there is still enough time for that decision to matter. If you want to know what 343 intended, they made 85% bloom encourage full spamming a bit less by making the shrink rate of the reticle faster as opposed to making the per shot bloom area smaller, but I already touched on that in greater detail in a different post. Of course, it still doesn't eliminate the effectiveness of semi-spamming.
Tend to megapace in non-TU because you can't hit worth a damn if you don't. In TU though, I just go my regular speed. It's not really spam, but I've trained myself to time my shots. Really, it depends on the situation. If someone's out in the open and far away and I know I can get them before they find cover if I time my shots (like in BTB), I'll take it slowly. If someone's nice and close, I'll spam their body 'til their shields fall, then wait long enough for my recoil to go down before going for the headshot.
Tryhards (At least the people I play with) try to pace and then spam when they get shot a few times. And then they lose the DMR battle. Words cannot describe how stupid you just made yourself look. And just saying, but based on how poorly you played in the few games I've had against you (long time ago, but I remember when I've played someone), you couldn't win a DMR battle even against a sub-par tryhard (Coach Energy, for example).
