Bungie hasn't said anything about it...

 

Use friends of friends from the Fall update. Make a silver account titled with the clan name, and then add it to join. Voila.

 

I think they said no more clans...and anyway clans are so gay

They said they arent going to use this feature because it is usless and no one used it.
