He means stockpile goals immovable and yes, they're static by default. In fact I'm not sure you can make the goals for a team move around, I haven't explored that, so I don't know. They are static though. Just take a hill marker and set it as the stockpile score point and set it to specified team. That's not static, that would be dynamic.
Try setting up multiple goal zones for each team and see what happens? It will either 1. choose one, and never change, 2. use both at once, or 3. do what you want.
I have 4 goals set up for both teams (experimented with corresponding spawn sequences also) and instead of switching between them it just randomly chooses one of the four for both teams and uses that the whole time
Trying to make a four way Stock pile still I see? Only suggestion I have is make scoring -1 for the team that was scored on.

I guess you could make the flag spawn point a consumable object, which after destroyed does not respawn and instead another object would spawn (using maximum and minimum runtimes).
Okay, not the greatest way to make this work but it would have the effect desired (I believe). Place one goal point, place at start yes. Over its entirety set a 4x4 block or other desirable object so long as it covers the whole goal, do not set at start and respawn time = to when the first capture is (45 seconds I believe). Place another goal elsewhere on the map do not place at start and set respawn timer to the 46th second. Hope this helps, let me know if it works if you decide to try it
