Okay Lets Start Of With The Basics Firstly He Is On Orbital Secondly he is under the map its easy to get to. You have to go to the rocket spawn point fly under there in editor mode be careful not to die, there should be two red like straps fly above the one on the left there should be a black hole, stand on the opening of it and throw a flare down there and jump after it there you have it. (Try a couple of times because the first time isnt always the perfect position)
It's on Orbital. There's a room near rocket spawn, around the elevator shaft. You throw a flare down and chase it and when you die, you take the pic because when you,re alive you emit a glowing light.

It is easy to make. This particular screenshot was made in the newly discovered "blue room" on blackout. I know of one map on forge hub and another on the bungie faves called screenshots. Both show the blue room. To make it you ned to mess around with the flare in the black room. Try and throw it far away from you and then just pose before the flare explodes.
The secret room is in the bases, under ground just look the the window/ floor on snowbound and it should be black and blue.
