Uh... what? A webcam is a camera like device that connects to your computer... You can't download them. Software for a webcam would come with a webcam you'd buy. If your computer has a built in webcam, then the software is already there. If you mean an editing program, Windows computers have Windows Movie Maker, and Macs have iMovie. They aren't great, but they are free and come with the OS.
