Only other thing I can think of to try is to place a teleporter over the map teleporting away people who aren't in a vehicle.
You could also tone down damage and shields, then place the teleporter behind a dominion shield.
I also tested it myself and I guarantee that I made it so a blue entering the zone would get overshields but a red would not.
You could also set the zone to cover the whole area and make it only affect one team.
