Just find a map-post and click on the link the map creator has placed in the thread (usually called "Download MAP NAME here". If you can't find the map directives, go to the top left of the screen and press "Forum". After that, click on the map board and choose whatever map type you want do download (Competitive maps , Casual maps(Infection and similar), MLG maps, Mini-game maps or Aesthetic maps).
