Far cry 2 has a full on map editor. Its harder to get into and given the community is dead, it won't be much. Also, you can't really share files.

Halo forge is easy to use and you can make some sweet stuff with it. You can also share everything with people and the community is very large. If you want forge get Halo: ODST. this is because it has every multiplayer map made for you to forge on, as well as matchmaking, theatre, firefight, and campaign. The only different thing is it doesn't have halo 3's campaign. I would go with this. (you also get an invite to the halo reach beta)

I havn't tried timesplitters future perfect but I know the game is awesome.

I'd go with ODST though.

And the far cry 2 forum was deleted from what I remember.
