It needs an empty space, so generally you'll need some sort of cavity under your capture point so the flag can spawn down there (approximately the flag's height under the surface, or it will try to spawn above) and then it can fall a few feet and land on something inaccessible. If it tries to spawn inside of something solid, it'll derp around and end up chilling in the nearest bit of negative space big enough to hold it.
