Below I posted my answer to a similar question by Audience-o-fone. His first feedback turned out good, so follow this and you should be fine.

"Glad to see you're joining up! Writing feedbacks can take some time, but it can be a lot of fun as well. Here is my process for writing feedbacks:

1. Find one that interests you if you can. It may seem unfair, but writing a feedback on a map you haver an interest in is a lot more enjoyable. I try to grab invasion maps because I know more about them and I enjoy playing them. Sometimes however you will have to just pick one though.

2. Once you download it, look around in forge for an hour. I write a list of plusses and minuses (mostly minuses) about the map just to get an idea of what needs to be said and what the biggest problems are.

3. Play one or two games on the map (whatever is necessary) and update the list. From here you can understand what needs to be done to fix the map (I use this term lightly, as some maps do need a tear down, re-boot.)

4. Write the feedback based on this info, starting with bigger problems and moving on to related details. By doing this you can hopefully help the map maker re-design for a better map.

Hope all of this is helpful! Also, don't worry about getting a whole bunch of fed backs right away. 2 every 2 weeks is the requirement for loyal and senior members, and only 1 for newbies, so don't do a ton now and none in a month. These criteria have also become less... strict since the number of tester's dropped."
