The hauppauge set me back $200, but with black friday you could probably get it around $120-$150.

On windows I would suggest finding a cracked version on either Sony Vegas to hold you over until you can afford some better stuff, or search for a free alternative.

The Hauppauge HD PVR is a pretty solid capture device, it comes with a disc with all the software on it for Windows, if you have a mac you need eyeTV though. As for editing, I mainly stick with Imovie, because it's basic and it does all I need to do (stick clips together, add music). For the complex stuff that I haven't done yet, I have a copy of After Effects and Adobe Premiere.
