      Its legs are not used for chucking, but rather for latching onto various types of ground to get leverage. Its toe nails are very sharp to dig into most surfaces, and its thumb-like toes allow it to hold itself against things like cliffsides or trees.

      The woodchuck's propulsion system works by using unique muscle properties. The muscles become lax when picking up wood, and when the woodchuck is in position, it tightens its muscles, causing its neck to stand up straight, and releases wood from its mouth.

      The woodchuck does not house its brain it its head, but rather its torso, the safest place of its body. If a head gets chopped off, a woodchuck will begin feeding from the mouth on the underside of its torso until a new head is grown.

      The woodchuck exists primarily in open forest environments. (i.e. Redwood forest-type of environment.) It needs room for chucking, and as a large creature, ranging from 16ft tall to 30ft tall, it also needs room to move around.

      That is your answer.

      I'd like to imagine a woodchuck would be something like a cross between a tarantula and a bear. It has several legs, but like a monkey's legs, each leg contains several toes and a thumb-like toe that can serve to help assist the woodchuck in picking up this aforementioned wood. The woodchuck has a large, flexible torso; one that lacks a spine. The torso does not have a front and back, but rather, it has four large mouths on each side of its bulbus head. Large and very strong muscles held hold up this bulbus head. Because of these traits, the woodchuck is an exceptionally symmetrical creature, and has the ability to hold quite a bit of weight in its mouth, along with the ability to chuck quite a bit of weight at long distances thanks to strong neck muscles.

      Wood chucks are an imaginary construct, and if the only prerequisite for this imaginary creature is a lack of arms, then let's think about this.

      First off, we have to define what an arm is.

      arm:
      2. the upper limb from the shoulder to the elbow.
      3. the forelimb of any vertebrate.

      So essentially, an arm is an appendage that doesn't normally make contact to the ground for walking, and connects to a shoulder. Now we have to imagine that this woodchuck must be a viable living creature, not a sort of robotic construct that could possibly catapult wood rather than simply chucking it.
