What processor have you got? And have you got a good amount of ram?

From what i've quickly read, i think you will be able to play it fine on some medium/high settings. The resolution you play on is also a large factor, so you will be able to play a res like 1366x1028 faaaaar far better than 1920x1080. I doubt your laptop supports 1920, so you have a good chance.

Also remember that performance enhancing mods will be released from day one, and they will get better and better at filtering out unnecessary information and removing stutter.

I can't really say whether you will be able to play it comfortably at higher graphics than the console, but it's really your call. To me, the mods are worth far more, especially when you take into account that DLC's only add even better possibilities for mods, which you completely miss out on with the console.
