Well you could go through wordpress.com but that limits any themes you want to use. Forgot what else it does.

host, you just find one, pay for their service and register a domain name.

You just upload the wordpress system onto it. Pretty easy, especially if your host comes with an installer.

Depends on which one, there's the one that's obviously tumblr "contrivedirony.tumblr.com" then the one I currently link to is my own site with wordpress attached to it.
