Pt. I

Well it depends. If you want to use it as a key weapon then just apply the MLG BR principle: observe games on the map and place them in areas of high flow, places which players move through a lot, but don't necessarily stop. Think about the BR's placed at each end of Rocket tunnel on the Pit, those are walls that a lot of people walk past, they're in a reasonable position which isn't too much of a danger zone, but is hardly a camp spot and is exposed from a few angles, thus they're a sensible place for a BR.

Pt. II

Same applies with Carbine, but then this would have to revolve around a Carbine start which is, sadly, impossible without mods. I'd say try to balance them with BRs, they basically work best worked in with BRs on a map. Consider which areas where you might place a BR see a lot of mid range to close-mid range fights, and see if a Carbine works well there as an alternative. Things like how MLG put a Carbine on closed street (Construct), just round the corner from gold lift, it's a nice alternative to have to a BR in that position because of the restricted range and the Carbine's high rate of fire.
