If you see a map by a premium member, they also are regular members, they've just had more than one feature. Anyone can get a feature, but their map must stand out, and meet certain criteria.

It was by me and I've only been here for 3 weeks or so. So no - to answer your question. I believe one of the qualities staff must have to be, well, staff - is to be extremely good at forging. It would only make sense that their maps are all filled with epic goodness. If your map is epic enough, it'll get featured sooner or later trust me.
