Not easily, it usually gets kicked out of solid immovable objects as soon as the new round is started. That is the same for foundry's rules.

Yes you can. You just have to make sure that the block spawns after the pallet. However, as soon as the pallet is touched it will spaz out and flip all over. So its not really useful in any way.
Actually, yes you can guys. Just lock the pallet in place with teleporters/weapon holders/immovable objects of your choice. Then it should spaz but stay in place.
