Brusheezy.com is a good site for brushes. Not many, but enough.

 

I have a link to add as far as programs go, The tool I like to use is Paint.Net, a free program that is slowly being developed, and is slowly adding more features, which is almost a free photo shop.

not to necropost, but I have found that ReFont.com - Free 14000000 Fonts,Photoshop tool,Designer,Webmaster font,all font, Glitter text,! is the absolute best font resource I have found!

Halo 3's weapon icons vectored in adobe photoshop.
I will also be releasing my entire Halo 3 HUD in the near future.
The .psd file includes all of the raster images, ready to use, as well as the paths in case you want to edit or re-size them.
Paths include both the outline and detail of each weapon.
