EDIT:i changed the sig on here, i accidently put on the wrong one..this ones much better!! Well, i just made this in about 10 minutes, its really basic, i know, but it was just for me to figure out how to make a sig in the GIMP program, tell me what you think!
So, it's a text effect? Maybe you should practice and hunt down some tuts. Learn how to blur, change colors, tints, use styles, brushes, etc. Check out DeviantART. I've been a member for over a year. It helps.
