I just found a hacker http://live.xbox.com/en-US/profile/profile.aspx?pp=0&GamerTag=oiTz+Schauffyo This guy is trying to make you look at his bio so you could go to his website. He says you get free recon if you give you hotmail and it's password away to him. Is there anyway to report him to microsoft or bungie?
Uhm... that is not a hacker. That's a spammer. A hacker wouldn't ask for your email and password, he'd just "hack" it. As for reporting, neg rep the person for account stealing or something along those lines.
File COmplain, and just go through the categories until you find something. I think you may also be able to report from Xbox.com.
He's not a hacker. He'd be a pretty pathetic hacker... Anyway, just File a Complaint under what you see fit. No need to raise a fuss.
