Title says it all really. I visit bungie.net, then after a few redirects, I come to a page asking me to sign in, but also saying that the site may not be working, etc., so I can't login, and can't proceed. Bit of a shame, 'cause I finally got into making maps, and now I can't post them for the slaughter.

Yea, it's for the update to the site. There is a "Keep it Clean" notice, which is probably related to both the site upgrade and maybe the new game :O
You need to reset your browser. Basically erase all password history and crap. Or log out of the Passport network.
