About 5 minutes ago i played with someone who had it, VanDamneged On Double EXP Weekend and noticed That IT was Flaming, And Ive Wondered How it works, and i realized it, Look At These Pictures, one is flaming, one isnt. Good observation, but the only way to get the flame is to work for bungie. The shoulderpads do not affect anything in any way. You also don't have to have recon to have flaming. There is a bungie employee who uses the Mark V helmet (can't remember his name) and he has the flames.
