A legit way to obtain the Banhammer.

Actually the weapon sucks, but it is called the banhammer!
I started playing it cause im bored and have beaten all my games, but morrowind has like 50 ways to go, and ive only done like 2 (main quest and fighters guild with same character, now im doing morag tong)
