Just got my Katana, I'm proud to say the last achievement I got was Spartan Officer. Anyway, I was browsing the armor and there is a locked slot for helmets even though I'm 1000/1000, is that the Recon helmet? I assumed that it would just create a new slot if it was awarded to you. And I can't upload stuff to my fileshare XD
It might be your security helmet, how many slots do you have? If you have only ten slots then it is probably the security helmet. If you have eleven slots then that's a little fishy and should be investigated.
sometimes if you scroll really fast you can see the locked slot where the recon helmet would go but other than that I agree with rusty that your security helmet didn't unlock yet.
That has really been bugging me Yavi. Even after they update the playlists and maps they still can't give me my Commando shoulders!
It was Hayabusa, I didn't get the IWHBYD skull, hehe. But man, getting the achievements was awesome, when I beat Halo on Legendary it said "Achievements unlocked, 5 for 435G" at the end because I hadn't beaten it before and I was doing it in metagame Legendary, most fun I've ever had in campaign because of the achievements unlocking. I now have every armor piece except the two bugged Commando shoulders

There is images of the Commando shoulders out there so they have been made. They are actually the coolest looking ones next to combat, same with the helmet though. The unlock was just bugged and they haven't gotten a working patch for it yet.

Lol I really hate rumble pit. You get all of these really horrible connections and guys who jump in at 2 people midfight. I always hate that and I think stepping razor and two for one are rediculous achievements. I haven't even tried finishing legendary yet but I did normal. I've done about 4-5 metagame ones. And it is sad, I like team doubles so it's like impossible for me to even get an overkill, let alone in rumble pit.
