I favor CS3, the one I have now although it's expensive.

 

I personally use Paint.net just because thats the only thing that they let us use at school. And I pretty much know everything about it. But its just a personal Note

 

The newest Photoshop, CS3 Extended, is of course the best. It really wasnt made for sig creating, but thats what everyone uses.

1. What Photoshop program is the best for making signatures with?
It generally doesnt matter on the photoshop program you use it mainly depends on how you use it. If you want to know, I use Adobe Photoshop Elements 6.0.


2. Is there another program that is better for that purpose than Photoshop?
No.

 

If you want something free however, try GIMP. It is nothhing compaired to PS, but its a start.

 

If you like learning curves, pick photoshop.
