If he doesn't use his mods in MM, he's good. I'd keep him on my list. I'd probably remove him if he starts using them in MM all the time.

Back on topic: it should be ok to have him on your friends list just as long as they don't use mods in matchmaking.

 

I don't see how this is HaloDiscussion, seems more like Off Topic but the time you should delete him is when he is no longer on your friends list, for being banned =P

When that happens, MS has already made the desicion for you, untill then there is no problem. Also no body has figured out how to implement mods into MM yet, hopefully they never do also. But they will eventually =[
