The perfect loop is located up on the cliff in the hangar. Once on a mongoose drive onto the black ramp. Make sure your mongoose is "slightly" tilted to the left when you are on the black ramp. Once the cannon man starts to pull your mongoose up the loop cut the power. When the mongoose is fully around the loop start driving full speed and hit the ramp.
