No. No, it doesn't. They have similar causes but not the same cause. Z-fighting is caused by having objects or surfaces that overlap exactly. Framerate lag is caused by rendering too many objects on-screen at one time. Now, the confusion is understandable; generally, when you have a massive amount of objects on-screen, they also intersect exactly, causing both phenomena. There is no causal relationship, however, between the phenomena themselves.
