Wallpaper Changing

    I recently got a Netbook (Mainly for school, as I had a bunch of binders and notebooks that were weighing down my leg and making it harder for me to walk and such) and since it's the weekend, I thought it'd be a good idea to just personalize it a bit. I just found out that I can't even change my wallpaper! Normally, I'd be able to right click on my image, and just click "Set as Desktop Wallpaper" or w/e it is, but I can't!!!

    I was wondering if anyone had a program recommendation that would allow me to change my wallpaper on Windows 7 Starter. I found a program which I hoped would work, but it's for ACER's only.

    I'm using an HP, as it seems to be important.

    If you're using Chrome you won't be able to from the browser.

    Right Click > Personalize > Desktop Background > Drag and Drop.

    I don't even get the Folder for Appearance and Personalization, the only thing I'm able to change is the Resolution and Color Bit (16 or 32). I'd post a picture, but I don't have it with me and am too tired to go downstairs.

    EDIT #1 : Will get a picture tomorrow* Sorry, meant to put that in in the first place.

    If you are using chrome, youll need to DL the image first...

    Im not sure why its like that Tbh...

    its because you have Windows 7 Starter edition, you can't change the wallpaper, there are probably some hacks or workarounds (maybe a windows 7 gadget that displays a picture over your desktop), worth a google
