enhancing video quality?

    ok i dont have an HD capture card i just have a dazzle dvd 100 i think it was and the quality is great for me and all but is there a way like in photoshop or anything to enhance the quality like i know in photoshop there is a topaz filter that makes the images look cleaner but is there a way to do that for a vidoe?

    There probably is a way (not in photoshop lol), but chances are it'll cost a lot.

    im using sony vegas to edit movies put i wasn't taking about using photoshop to do it i just know it has a plug-in that does that.

    It's not a plug-in, you just have to render it in HD either through WMM, or Vegas.
