Bungie said that there are no plans on making the Legendary DLC free like the Heroic DLC. I am pretty the only reason that they made the Heroic DLC free is because most people believed the maps in that map pack should have been shipped with Halo.

Map packs, really aren't worth it in my opinion, I'm going to stop buying them. Buy some arcade games.
