well, i will usualy merge when things get bumpy. to make them acurate, i use a base. For example, in Nightmare, i used crates on the bottom level to make all the walls equal in hieght. then i have them spawn at different times untill the floor is perfect. So, for ur GTA map. i would say use a base to make sure that everyhting is equal and smooth. Hope this helps...
