Improved the spawning mechanics for Quears, fixing the issue where they spawn looking downwards.

Overhauled spawning system for Quears, including all old spawns and new spawns that make it more difficult for Ghost Riders to spawn kill, including projectile blockers that lie on the outside ramps to stop Ghost Riders from immediately killing Quears.

Added a surrounding border of bridge pieces to accommodate for the ramp that surrounded the map in the Halo 3 version and increased the speed of the Quears.
