Critical fix for CTF based on playtesting with Max Extra's Forged Fridays.

- Moved flags out to the centre of the raised exterior area.
-- Adjusted initial spawns to match.

- Removed centre Ghost.
- Added team Ghosts.

- Adjusted misc respawn locations.

- Added ramps and a platform to the central radio tower.
- Added platforms to the end radio towers.
- Added cover to the exterior areas:
-- Seating areas have rain shelters.
-- Curved dividers attached to the grassy areas are now matched on the outer side.

- Misc optimization to the tower windows.
