I wouldnt think so no, unless in parental settings you can set it so that you have to approve images and whatnot, I honestly would say probally not no. Can i ask why?
well xbox isnt to safistacated of a service, you could block message sending but that is about it without hacking the xbox live servers
You can also check purchase and download history. I'm pretty sure you could also do something on xboxlive.com so you can read all incoming messages and just have them save them automatically. Are you worried about her doing something, or trying to find out if she DID something? It really changes everything. I'm assuming the second one considering the family is now involved.

I don't think you can block them but I believe you can set controls for getting messages from no one, friends or anybody. Not sure how do to it though.
Use the forgot my password function, guess the obvious (like "my high school" or "mother's maiden name" or "pet's name").
Dude, I don't mean to sound nosy, but go on her account. If she has a password just take your time to find it out. "Someone" I know did that and said they don't remember what the set my new password too, and after 5 minuutes of button mashing i got it. Other than that , I don't think you'd like the pictures that were maybe sent back.

Each account only stores information of messages sent to it. If you have the recipients gamertag, just send them a message from your account, and ask them if anyone from your sisters account has sent them messages. You'd get more advice if you spoke your reasons for invading her privacy though.
um u can go suck one its kinda obvious dont u think? geeze u guys on FH can be total pervs.... and the main reason is cuz she is only 12 so its kinda a big issue
My advice is get some parental controls on that Xbox as soon as you can. You can't stop what's already been sent, so it's the best you can do.

Um, I haven't checked the parental controls, but there's an option where you can't see/send messages unless the person is on your friends list. You can possibly disable messages from the account.
