I posted this question on Bungie and didn't get much response. I think Bungie should make a seperate game just for forging that allows for uploading created maps to Halo ODST (Reach)through their website. This would allow them to offer way more items and templates. They could have forging on ODST or Reach to manipulate their maps though. I know a stretch but just an idea. What do you think?
Hopefully when reach comes out it will be a map making feature more like Far Cry, where you can start with a blank slate. This forge only game I think would just be a rip off. They should be generous and add a more detailed forging system into reach, but not ODST, because there isn't even player vs player multiplayer on that, like in halo 3, and presumably reach.
But see the main problem with Far Cry 2 is that they endorsed and spent so much time on the map maker, that the actual game came out be pretty much dry and crap. Though what they accomplished was amazing, sadly recognition was never sought after playing the initial game. And honestly we don't know much about Reach besides it being an First Person Shooter. Aside from that, Halo:Reach is just speculation. Some people believe it to be a class came, but that's off topic. Though I agree with you, having a complex map maker in Reach would be very enjoyable, yet Bungie focuses on game play/story first. If they have the time, I suppose they might implement a Forge v2. To the OP's question, I agree with you to some sort. Having them create an entirely new game just for the individual reason to make custom content is a bit far fecthed, time consuming, and irrelevant. I assume making an entire simply to incorporate maps for their other products seems to generous for Bungie, and plus it would probably be priced as a regular retail game. And plus creating a system like that would be extremely tedious and complex. I wouldn't hope on this happening. Though if you're really determined to have this idea discussed by Bungie, I suggest you email them with a nice in-depth detail of your idea. Or even revive your thread, and ask some respectable Bungie.net members for their opinion.
