I think if you get the Recon set for Spartans (via Vidmaster Challenges) you should get the Arbiter's armor for the elites!

That's actually not a bad idea. I've always thought Elites should have some form of Recon, so that would be pretty awesome. Thanks man. I wish this were possible in multiplayer. I probably could give it some devil horns.
I think the very last one you posted is the best. It is simply amazing. But... when/where does the arbiter do this?
It worries me how people can ask the same question five times in two pages... BUT ANYWAY... This is a fantastic screenshot, I PERSONALLY won't download it, because I need room in my hard drive, but the fire one would not look out of place in Bungie Favourites. Oh, and ARBITER ARMOUR FTW!!!! But its impossible to make it, Bungie said; its impossible to make any new armour perms. We can but hope, and dream.

I was beginning to think the same thing. lol. And I've heard about no more armor perms. That's pretty unfortunate, but I think it's understandable. Bungie just wasn't thinking of all the Elites out there when they were making Recon, I guess. Haha.
