I recently came up with an idea. Since Sandbox has extremely high ceilings, why don't we stop making maps horizontally, and make the vertically! Here's an example for a conquest map I was thinking of making. Red is one path, blue is a second path, green is where you can shoot at each other, but not hit. Except at the bottom, that green room is where teams meet. Territories are at the bases, and at each corner, for seven of them. It would give attacking teams a disadvantage, but that's a double edged sword, as while it allows your team to defend greatly, so can the enemy when you push forward. Spawns are at the top box. You could also make maps based on this that aren't conquest. Like have several meeting points, and maybe three hallways instead of two. By the way, it's two halways, that way teams can shoot at each other at the intersections. The ceilings are so high these ideas are easily feasible. What do yah think?
Your map plan looks cool, and I was thinking something similar, I'll probably make a variety of multi-leveled or vertical maps.
You have the right idea with the vertical map building but the one you specifically thought of may need some editing.

I've made a few vertical maps in the past. The main problem I've always had was balance. It's a lot easier to go down than up. You get the advantage of gravity and height. Putting bases at the top makes it easy to get to the bottom level, but quickly turns things into a stalemate because of that. Or, if you flipped it over, then the bases are hard to get out of and easy to assault. The momentum, once pushed, becomes almost impossible to break.
You see, if both teams have the initial momentum, then it plays like standard conquest. I see where you're coming from though. I think with the right weapon placement that can be fixed though. Plus since both teams get momentum if works both ways sort of.
